This is far from ideal, in that it requires several more steps than typing double brackets and typing an auto-complete link. But: 1) It DOES give you a way to preview a tiddler, use an alias, and link to the webpage of the static tiddler. Hover over the link below.

2) I have alleviated part of the problem: edit this tidder, click as if to type between this paragraph and the next, and click the last button in the editor toolbar. Replace XXX with the static URL, YYY with the link text, and ZZZ with the name of the tiddler to appear transcluded in the popup.

Export as static and you will see that the popup works in the static version.
